Hi usually you want to start with least invasive to more invasive. So, lifting the HOB would be the first step and then putting on oxygen. Also, normally you need an order for oxygen. But take everything else into consideration-if a patient is saturating in the low 60's-you are going to run get the doctor and oxygen at the same time. But NCLEX wise, and in general, least invasive (raising HOB) and then oxygen(more invasive).
